It reminds me a little bit of Paul Rudolph’s “Piggyback” housing constructed in Vicksburg, 1967. Brutalism Light seems like a good descriptor. https://misspreservation.com/2013/05/08/how-paul-rudolph-gave-vicksburg-a-brutal-piggyback/
