Preservation in Pink 
This is to measure distances, usually for streets, alleys, etc. Don’t know the actual name of the tool.
Real estate appraisers use modern versions of this. It’s called a ‘measuring wheel’ or ‘survey walking wheel’. Nice piece. Thanks for sharing.
It’s an odometer… or maybe an emery wheel with fee… or a kind of weird office segway! 😉
